Instrumental in the establishment of New Horizons under Charlotte Leung’s leadership, Julie was responsible for employing the first CEO and incorporating to the organisation the workshop and the community houses set up by Leung and herself.
In her capacity as Rehabilitation Director and Policy Advisor, she established the region’s case management system, which has since been adopted nationwide. Professionally a social worker with a deep commitment, she has consistently founded local support agencies in her various roles, including Engadine Neighbour Aid, Campbelltown Family Support Service, and Ryde Family Support Service, serving on their boards.
Family is clearly a cornerstone of Julie’s life. She is married to the Reverend Dr. Powell and is the proud mother of two accomplished children: a Reverend Dr. daughter and a son working as a research and development industrial chemist. With a deep appreciation for literature, music, opera, and theatre, Julie also finds joy in singing as part of her church choir.
Julie has a Master’s Degree by Research from the University of Sydney, for which she was given the University Medal.
